Baltimore County Executive Jim Smith is encouraging Democrats in Maryland’s First Congressional District to vote for Frank Kratovil on Tuesday, February 12. The County Executive will join Frank Kratovil at polls in Baltimore County on Election Day morning.
“Frank Kratovil has proven time and again he is a leader who values the peoples’ interests over partisan politics,” Jim Smith said. “Frank will deliver results for Maryland.”

In the Democratic contest, the clear choice is Frank M. Kratovil, Jr., the two-term Queen Anne’s County state’s attorney. Mr. Kratovil, 39, who has won nearly every endorsement within his party, is the most accomplished candidate in the four-person race.
He...is a conservative in most matters of domestic and foreign policy, and because of the contentious GOP primary is widely seen as his party’s best chance of recapturing the seat since Democrat Roy P. Dyson, who held it for five terms, lost it to Mr. Gilchrest in 1990.

On paper, the Democratic race in the 1st District is a four-person contest, but most of the donations and party support have gone to Stevensville resident Frank Kratovil. And for good reason. The second-term state's attorney for Queen Anne's County is an articulate campaigner and is pushing a moderate slate of issues - he is for increased border security and against setting a definite date for withdrawal from Iraq - that could appeal to the district's centrists. Our endorsement goes to Mr. Kratovil.

Kratovil wins our endorsement. Not just because he has garnered endorsements from the likes of officials such as Gov. Martin O'Malley and Maryland Attorney General Doug Gansler. Not just because the first-time candidate has far outstripped the other three candidates in raising campaign funds.
We like Kratovil's clear, detailed positions on important issues such as the war in Iraq, illegal immigration and health care.
On the latter, as he says on his Web site, "Universal coverage cannot be achieved until we accept the premise that every adult and child must be insured."
On the war, he says that setting a specific timetable for withdrawal "sends the wrong message to our troops, our enemies and, perhaps most importantly, to the other nations from whom we need assistance" to stabilize the region.
On laws to discourage illegal immigrants, he says that "I will work to deliver enforcement resources to the First Congressional District."
Kratovil's opponents in the primary are eloquent on these and other issues of importance. But we believe Kratovil displays a deeper understanding of the issues and a stronger problem-solving ability that would serve his constituents well.
